In the first years of independence of the Republic of Tajikistan, the Tajik people faced many problems.

Thanks to the inexhaustible strength of the son of the nation, the President of the Republic of Tajikistan, Honorable Emomali Rahmon, the difficulties were overcome, Tajikistan became the home of peace and unity and was represented in the international arena. Fortunately, the undesirable events that led to emergencies did not last long. Soon common sense overcame ignorance and tyranny and with consistent efforts, heroism and cheerfulness of outstanding figures of the nation, these shameful dark historical pages of the nation were brought to an end.

In such an atmosphere, the 16^th session of the Supreme Council of the Republic of Tajikistan was held on November 16, 1992 at the Arbob Palace in Khujand. The head of state, honorable Emomali Rahmon, directed all his strength, will and capabilities to ensure peace and security and the return of migrants to their homeland. As he promised to the glorious Tajik people on December 12, 1992: "... directing all my knowledge and experience to restore peace in every home and every family, I will faithfully serve for the well-being and prosperity of my dear Motherland. To achieve this sacred goal, if necessary, I will sacrifice my life, because I believe in the bright future of my country and the happy life of my long-suffering people". The President of the Republic of Tajikistan his excellency Emomali Rahmon is a scholar, intelligent and wise leader who saved the state from the abyss, united people with his far-sighted policy, lit the flame of hope in the hearts of people and guided them with firm steps towards peace, further development and stability.

In the international arena, he has gained the authority of a peacemaker, the Founder of the nation's unity, making endless efforts to develop and improve the homeland, create decent working and living conditions for the people of the country, and initiator of solutions to global problems. Tribute to the history of the merits of the outstanding sons of the nation is a reliable means of forming national consciousness and pride, directs the younger generation to recognize the basic values of statehood. We are proud that the school of patriotism of the outstanding son of the nation, President of the Republic of Tajikistan, Honorable Emomali Rahmon, guides today's generation to self-knowledge, self-consciousness and a bright future. The Founder of peace and national unity - Leader of the nation, his excellency Emomali Rahmon cares for the nation, as he emphasized: "I sincerely love all of you - my dear people of Tajikistan, from small to great, and I will sincerely serve you until my last breath".
