Because all Internet networks are registered with a single center ICANN (Internet Corporation for Assigned Names and Numbers), the "Domain Name and IP Address Administration Corporation" in the U.S. government system, it is difficult for some countries to regulate them. Germany regulates the Internet, including Facebook, Twitter and YouTube, as part of the fight against extremism and terrorism under the Netz DG law (Netzwerkdurchsetzungsgesetz - 2017). Twitter itself cooperates with the organizations Parle-moi d'islam (France), Imams Online (England), and True Islam in the United States to detect and eliminate terrorist sources in a timely manner.

YouTube is using artificial intelligence to identify a terrorist network that can detect extremist and terrorist content in videos and block them. Up to 4 million videos are blocked each month using artificial intelligence. In 2017, YouTube, Facebook, Microsoft, and Twitter created the Global Internet Forum for Counterterrorism (GIFCT), whose main goal is to prevent the incitement of terrorism and collaborate with the United Nations on the Technology Against Terrorism) has formed. In 2019, the Dropbox network joined this group. One of the most important achievements of this process was the creation of a unified database of fingerprints of suspected terrorists and its dissemination to investigative authorities, called "Nesh transaction", with more than 200 thousand samples.
