THE DISSEMINATION OF TERRORIST AND EXTREMIST IDEOLOGIES THROUGH ONLINE NETWORKS

To enhance cooperation among the countries of the region in combating terrorism and extremism, the "Dushanbe Quartet" — comprising Tajikistan, Russia, Afghanistan, and Pakistan — was established in 2009 at the initiative of Tajikistan. During a meeting of the heads of state held that same year in Dushanbe, which issues related to regional security were discussed. In 2010, the leaders of the "Dushanbe Quartet" held productive meetings in Sochi, followed by further discussions in Dushanbe in 2011. It is important to note that the meeting, which brought together representatives of two OSCT member states and two countries affected by terrorism and extremism, provided an opportunity for both sides to articulate their regional and geopolitical interests and to explore strategies for the prevention and eradication of terrorist threats.

In 2010, the member states of the Shanghai Cooperation Organization (SCO) adopted the "Action Program for 2010–2013." Within the framework of this program, 450 terrorist acts were prevented across the territories of the member states, and 400 leaders of terrorist organizations were placed on the wanted list. Nevertheless, incidents of information warfare were also recorded within these territories, leading to the dissemination of materials containing extremist content among the population. Internet media disseminated materials such as the video film "89 years without the caliphate", issue №2 (1998) of the magazine "Khalifat", the book "The Future Belongs to Islam" by Sayid Qutb (Santlada Publishing House, 1993), the book "Tawheed" by Muhammad ibn Sulayman al-Tamimi (Badr Publishing), "The Islamic System" and "The Islamic State" by Taqiuddin an-Nabhani, "Democracy – The System of the Infidels", a collection of works by Said Nursi ("Risale-i Nur", "Munajat (Prayer): The Third Light", translated by M.G. Tamimdarov, 2002), "The Path of Truth" (published in 2004), the book "The Life and Activities of Sheikh Muhammad ibn Abd al-Wahhab...", along with other materials prohibited by state authorities.
