TAJIKISTAN IS TAKING STEADY STEPS TO ENSURE HUMAN AND CIVIL RIGHTS AND FREEDOMS. In the light of the adoption of the National Strategy of the Republic of Tajikistan for the Protection of Human Rights until 2038

It should be noted that during the period 2010-2023, Tajikistan underwent the periodic general review procedures three times and submitted reports to the UN human rights treaty bodies. Also, eleven observers - representatives of special procedures visited Tajikistan at the invitation of the Government of the Republic of Tajikistan, as a result of which more than 1,000 recommendations covering almost all issues of support and protection of human rights were proposed.

It should also be noted that since 2013, Tajikistan has adopted 20 national action plans for the implementation of recommendations of UN institutions, which provide for a set of measures to implement the recommendations of UN human rights institutions, as well as deadlines for their implementation and responsible state bodies.

Along with this, the country has presented various strategic documents on human rights, including the Concept of Continuing Education in the Republic of Tajikistan for 2017-2023, the National Education Development Strategy of the Republic of Tajikistan for the period up to 2030, the State Program on Prevention of Domestic Violence in the Republic of Tajikistan for 2014-2023, the Program of Judicial and Legal Reform in the Republic of Tajikistan for 2015-2017, the Program of Judicial and Legal Reform in the Republic of Tajikistan for 2019-2021, the Concept of Provision of Free Legal Aid in the Republic of Tajikistan for 2019-2021, the Concept of Provision of Free Legal Aid in the Republic of Tajikistan for 2019-2021, and the Concept of Provision of Free Legal Aid in the Republic of Tajikistan for 2019-2021, The Strategy for the Reform of the Criminal Corrections System of the Republic of Tajikistan for the period up to 2030, the Program for the Rehabilitation and Social Integration of Minors in Institutions of Deprivation of Liberty or Restriction of Liberty for 2020-2024, the Human Rights Training Program for 2022-2026, the Strategy for the Development of Social Protection of the Population of the Republic of Tajikistan for the period up to 2040 and the Program for the Reform of the Child Justice System for 2023-2027, which were approved and adopted by decisions of the Government of the Republic of Tajikistan and decrees of the Government of the Republic of Tajikistan.

As it is emphasized, the National Strategy of the Republic of Tajikistan in the field of human rights protection for the period until 2038, approved by the Decree of the Government of the Republic of Tajikistan dated August 5, 2023, coordinates all existing and adopted national plans to implement the recommendations of the UN human rights institutions and other documents in the field of human rights, improves mechanisms and procedures for the implementation of international human rights obligations and is an effective means of implementing a unified policy in the field of human rights protection.

In addition, the National Strategy was developed on the basis of the recommendations of various UN institutions in the field of human rights submitted to the Republic of Tajikistan in the period 2010-2023, as well as the Sustainable Development Goals adopted within the framework of the sustainable development agenda for the period up to 2030, its adoption modernizes the formation of respect for human rights and freedoms and further strengthens the country's influence in the international arena. The National Strategy of the Republic of Tajikistan in the field of human rights protection for the period up to 2038 is in fact the next step of the Government of the Republic of Tajikistan towards the development of human and civil rights and freedoms, it was developed and adopted by an interdepartmental working group taking into account international human rights standards, recommendations of UN sectoral institutions, as well as the Sustainable Development Goals.
