is a source of satisfaction and pride for all Tajik people that during the last years, the Republic of Tajikistan has achieved significant achievements, becoming the place of creation of noble and constructive initiatives and the cradle of perfection of the constructive domestic and foreign policy in economic and social development, improvement of the standard of living of the people, and the rise of its international reputation and status. All this is related to the daily state activities of the Leader of nation and his innovative (or creative) policy, the testimony of which is the appreciation of our dear people and the respect of the world community towards this worthy person.

      When speech comes to the initiatives of the Leader of nation, it should be noted that his proposal and initiatives are not limited to the issue of water. Emomali Rahmon, as a world-class high minded politician, also has initiatives regarding other problems of the planet that have gained international support.

      However, before mentioning these initiatives, we would like to remind you that having a water opinion and having the talent to understand world issues is not a quality that has appeared in our President after many years of leadership experience. From the first years of his leadership, considering his responsibility, he shown that as a thoughtful politician and visionary (clear sighted) leader, he understands all the issues well and already has his proposals for their solution. This includes the repatriation of migrants and refugees to their homeland, opening arms to the opposition of the state in the most difficult days of the civil war, starting negotiation with the opposition, ensuring peace and stability and reunification of the nation, and other initiatives. And what is stronger example than the fact that United nations experts have accepted the peacemaking experience and considered it as an example of peacemaking that can be followed in other conflict regions of the world.

      The President of the Republic of Tajikistan, Honorable Emomali Rahmon, announced the policy of “open doors” at the end of 2002 in order to attract more of the international community for cooperation, including in the direction of exchange of goods, implementation of joint protects, etc. It is not a secret that the first decade of independence in Tajikistan was mainly spent on stabilizing the situation and strengthening the foundation of statehood. By passing this stage, which was the first period after independence, Tajikistan opened its doors to all the countries of the world. The head of the state – Emomali Rahmon announced the “open door policy” and started international relations in order to represent Tajikistan in the world and attract foreign capital for the reconstruction of the country, and this policy continues successfully today.

      It should be noted that it is with the daily efforts of the founder of peace and national unity, the leader of the nation, Emomali Rahmon, and thanks to unity and independence, we have entered a new stage of construction and building a series of significant structures and large constructions in order to maintain the real independence of the country. We have continued to develop projects of national and international importance, which determine and guide the future of the country in the 21^st century. Gaining state independence is a great success and, in turn, the pride of each of us, citizens of Tajikistan, because it was during the period of independence that Tajikistan achieved great success in various fields, including water and energy.
