The purpose of this decree is to raise the level of legal education of citizens, to promote democratic values, to strengthen the institution of human rights and respect for it, to raise the status of the law, to educate citizens in the spirit of respect for the law. to ensure the rule of law, to ensure a stable system of legal behavior, to ensure irreconcilability with respect to any violation of the law and inevitability of legal responsibility, to coordinate the activities of all subjects of legal encouragement and reward, to create an effective mechanism of cooperation between the state and the law enforcement agencies, and to create an effective mechanism of cooperation between the state and the law enforcement authorities.

Therefore, a seminar on "Legal education is the key to a peaceful life" was held at the department of sociology with the wide participation of teachers. During their speech they stated that legal education is a set of people's opinions about the law, its realization and law enforcement activity, which is formed in the form of knowledge, beliefs, norms and relations accepted by the society.
