In order to unite society and the state, strengthen patriotism and improve legal education of citizens, the year 2024 was declared "Year of Legal Education" in Tajikistan. The legal knowledge of the nation is based on the Constitution and contributes to the realization of human and civil rights and freedoms. Announcement in the regular Message of the President of the Republic of Tajikistan to Majlisi Oli of the Republic of Tajikistan of 2024 as "Year of Legal Education" is a worthy initiative, relevant and scientifically grounded step, as human life is constantly in constant development and in this regard the needs and requirements of the people are changing. Improving the legal literacy of the population is the basis for the creation of a law-governed and democratic society. The Constitution of the Republic of Tajikistan provides the basis for the establishment of an independent national State and the development of all spheres of life of the people of the country and is considered the most important achievement of the Tajik State and people.

The Constitution declares the citizen, his or her rights and freedoms to be the supreme value and guarantees the recognition and protection of human and civil rights and freedoms by the State. One of the characteristic features of a State governed by the rule of law is the existence of a high level of legal education for citizens. Raising the level of legal education and legal upbringing of citizens is one of the priority areas of Tajikistan's legal policy and is carried out through the activities of State bodies, organizations, citizens and the mass media. A high level of legal education creates conditions for citizens to enjoy their rights, bear responsibility and have access to equal opportunities, including legal ones, through the rule of law, to promote the achievement of the highest goal - the entry of the Republic of Tajikistan into the ranks of the world's leading States.

Legal education is no less important than political, moral, labor, aesthetic and other types of human education. Legal education is based on moral values, national culture, historical heritage, national customs and values. State policy in the area of legal education and legal training and upbringing of citizens is implemented on the basis of normative legal acts. Tajikistan is currently implementing the Third Legal Education and Training Program for 2020-2030. With the declaration of 2024 as the "Year of Legal Education", numerous measures are being taken in the country to improve the cognitive and legal status of citizens in order to democratize society, socialize and shape people's consciousness, popularize and increase the legal knowledge of citizens, and foster patriotism and respect for national values.
