IMPLEMENTATION OF THE NATIONAL DEVELOPMENT STRATEGY OF THE REPUBLIC OF TAJIKISTAN FOR THE PERIOD UNTIL 2030 AND ITS ROLE IN THE UNPRECEDENTED DEVELOPMENT OF THE STATE AND NATION OF TAJIKISTAN

The Tajik state and people are taking confident steps towards achieving strategic goals, progress and development, creativity and innovation, humanitarian initiatives and thus ensuring decent living conditions for the population. The processes of elaboration of normative-legal documents, concepts and strategies of national development, realization of good intentions and plans to improve the level and quality of life of people have been implemented and are successfully continuing. The National Development Strategy of the Republic of Tajikistan for the period up to 2030, based on the provisions of the Constitution of the Republic of Tajikistan, the Law of the Republic of Tajikistan "On State Perspectives, Concepts, Strategies and Programs" has just been launched. Socio-Economic Development of the Republic of Tajikistan" and in accordance with the long-term goals and priorities of the country's development. The National Development Strategy of the Republic of Tajikistan for the period up to 2030 has been prepared taking into account the changes that have occurred in the country and the world in recent years, especially the impact of the global financial and economic crisis of 2007-2009. and its consequences for the economy of the country. Also, the National Development Strategy of the Republic of Tajikistan for the period up to 2030 defines the directions of the country's development, which are defined in the Concept of transition of the Republic of Tajikistan to sustainable development.

The National Development Strategy of the Republic of Tajikistan for the period until 2030 recognizes the international commitments of the Republic of Tajikistan regarding Agenda 21 and the Sustainable Development Goals, which were approved at the 70th session of the United Nations General Assembly in September 2015. It should be said that the Sustainable Development Goals focus on the concept of sustainable human development. Therefore, the complete eradication of poverty, protection and sustainable use of natural resources for economic and social development are the main objectives and vital conditions for sustainable human development. According to officials, the national consultations held on the agenda of the Sustainable Development Goals made it possible to identify the main priorities for development after 2015, which are aimed at implementing the economic ideology, basic principles and a set of measures reflected in the National Development Program. The strategy of the Republic of Tajikistan for the period up to 2030 should be defined.

About 118 billion 100 million US dollars are needed in order to implement the National Development Strategy until 2030. It is also emphasized that within the framework of this Strategy, the economy's dependence on external factors will be reduced and energy security will be fully ensured. According to officials, the Strategy envisages complete liberation from communication isolation, reducing inequality and improving the quality of life of people. Gross Domestic Product per capita is expected to double under the Strategy. Industrial production will increase 4.5 times. Tajikistan should turn from an agrarian country into an industrial-agrarian one. Because the country has all the opportunities to realize these goals.

It is necessary to mention that this is the second long-term development strategy of Tajikistan, which includes goals, available resources, reducing the influence of external factors on the development of the country, as well as ensuring a decent life for the people. There are several factors for realization of these goals: development of human resources, competitiveness of the economy sector with high level and quality, contribution of industry to the development of the total domestic product, transformation of Tajikistan from an agrarian country into an industrial-agrarian country almost three times, i.e. from 17 to 45 billion kilowatts. Population enlightenment, increasing life expectancy, reducing maternal and child mortality, creating jobs and providing employment, maintaining micro- and macroeconomic indicators of the country's development - among other factors of realization of the National Development Strategy of the Republic of Tajikistan for the period up to 2030 are estimated. Experts believe that in order to realize the National Development Strategy and ensure a decent life for the people by 2030, it is necessary to carry out serious reforms in all spheres. Over the years of independence, Tajikistan has made significant achievements in building a sovereign, democratic, legal, secular, united and social state. From the economic and social point of view, these achievements are clear and obvious, mainly due to the political and stable will of the President of the Republic of Tajikistan, Honorable Emomali Rahmon. However, the 21st century with rapidly changing external conditions of development poses new and far-reaching challenges to our people, the solution of which is very important for uniting society, protecting the identity of the nation and achieving broad progress.

Every conscious person should realize that our national identity is based on such values as mutual respect, morality, justice, tolerance and impartiality. Only the unity of the nation, maintenance and strengthening of social, legal and economic order will be able to preserve the national wealth of the country for future generations, ensure confidence in the future and educate them as worthy citizens of their homeland. The National Development Strategy of the Republic of Tajikistan for the period until 2030, developed on the basis of these principles, will determine the path of progress of the country until 2030, and according to it, Tajikistan will turn from a developing country into a developing country. country.
