The next Message was held on December 28, 2023, where the most important aspects of development of economy, education, health care, etc. were discussed.

In the message of the Leader of the nation, President of the Republic of Tajikistan his excellency Emomali Rahmon, in particular, the following issues were noted:

- "Due to the creation of opportunities, the social nature of the state budget has been strengthened, and spending on science and education, health and other social spheres has been increased from 9.6 billion TJS in 2017 to 18.5 billion TJS in 2023, i.e. 1.9 times more this has happened."

- "In the next three years, the total volume of state budget expenditures on the social sphere will be increased, 61 billion somoni will be allocated for these purposes."

- "The development of human capital is a key factor in increasing the level, quality and efficiency of social spheres, especially education and health care, science and innovation, as well as the effective activity of scientific institutions."

- "In turn, the development of science and education is the key to the progress of all spheres and the most important factor in ensuring the future stability of the state and future society. Supporting scientific research by increasing the level of their funding The establishment of modern scientific centers, laboratories and the establishment of cooperation between scientific institutions and production will be considered important in the near future. In this regard, the Government of the country, including the Ministries of Education and Science, Health and Social Protection, Economic Development and Trade, Finance and the National Academy of Sciences, has been instructed to take effective measures to finance, strengthen and effectively utilize human capital."

- "In 2017, 2.1 million people were enrolled in the country's education system, followed by 2.6 million in 2023. According to the outlook, this figure will reach 2.7 million people by 2025. This process is necessary. It requires the creation of new educational institutions and increasing the capacity of the education system.While in 2023 the number of general education graduates in the country amounted to 103,000, the enrollment in the 1st grade reached 261,000.During this period, 200 new educational institutions were created and additional buildings for more than 85,000 students were built and commissioned, but it is still not enough. Because 73,000 students are still without places."

- "It is worth noting that according to the analysis of UNESCO and the World Bank, Tajikistan is in the group of countries whose financing of education exceeds the state budget.
