Culture - World experience shows that without the development of national culture, the state cannot achieve a large economy and raise the standard of living of the people.

With the formation of independent Tajikistan, despite the difficulties of the transition period, the concept of statehood for the development of culture was developed in the republic. In particular, in the annual speeches of the leader of the nation, the President of the Republic of Tajikistan Emomali Rahmon, the theory and practice of culture are specifically defined before the country's intellectuals.

“In the new historical conditions,” noted the leader of the nation, President of the Republic of Tajikistan Emomali Rahmon, “those who rely on science and culture, on the spiritual values of piety and patriotism have a greater chance of achieving success”.

          In the Decrees of the President of the Republic of Tajikistan Emomali Rahmon, dedicated to the 1100th anniversary of the Samotian state, the 100th anniversary of the birth of the Hero of Tajikistan, academician B.G. Gafurov, “About the Year of Aryan Civilization”, talks about the need and expresses ways to improve the cultural status and cultural level of citizens. This is also evidenced by the increase in funding and restructuring of the work of cultural institutions.

The Law of the Republic of Tajikistan “On Culture” (1997) clearly defined the strategic and tactical objectives of culture in conditions of independence. The first article of the Law states: “The main purpose of this Law is to ensure and protect the constitutional rights of citizens in the field of cultural activities, to provide legal guarantees for the free cultural activities of associations of citizens, peoples and other ethnic communities of the Republic of Tajikistan, to determine the principles and legal norms of relations between cultural subjects and is cultural policy of the state".

Respect for culture is the key to the future stability of the Tajik nation. In the republic, on the basis of legislative acts, all conditions have been created for the development of culture and science.

Thus, the essence of the concept of culture is to increase the level of national self-awareness and state pride of the inhabitants of the republic, and to protect the national holiness of the Tajik people.
