In the circumstances of independence, the state and the Government of the country pay special attention to the development of health care system and social protection of the population, regulating the activities of the sector on the basis of legislation, and important measures have been gradually taken. Regulatory legal acts of the sector have been created, developed, revised and implemented, first aid has been developed, and medical and pharmaceutical institutions have been renovated. In order to regulate relations in the field of health care and social protection, the Health Code of the Republic of Tajikistan, a number of laws, decrees, strategies and State and national medium- and long-term programs have been adopted. implemented in practice to ensure the promotion of State policy in the field of health care and social protection, and aimed at maintaining a healthy society and protecting the population from any disease. This Code deals with issues of state administration of health care, powers and duties, rights and obligations of authorized state bodies in the field of health care system and social protection of the population, rights and duties of organizations and institutions, medical workers and patients, licensing system and expertise in the field, types and forms of medical care, training of medical personnel and the right to engage in medical and pharmaceutical activities, private medical activities, family medicine, people's health care, and the right to practice medicine and pharmacy, medicines and pharmaceutical activities, donation of blood and its components, organ or tissue transplantation, provision of medical assistance to a certain group of citizens, protection of the population from tuberculosis, combating human immunodeficiency virus and acquired immunodeficiency disease, provision of medical and social assistance to patients from mental and narcotic diseases, medical and social protection of citizens with diabetes mellitus and state control in the field of health care.

Developing state is closely connected with a healthy society. To this end, the Republic of Tajikistan has created all the necessary conditions for the protection of public health. Over the years of independence, hundreds of health care facilities have been built and put into operation in the country, including modern hospitals, health centers, and medical institutions. Thus, the infrastructure of this important social sphere, especially in rural areas of the country, and the quality of services are completely changing. Social protection of the population is the most important direction of the State's social policy and is regulated by legislation. During the years of independence, it became necessary to promote a new policy in the field of medical personnel training. To this end, the country adopted the "Concept of Reforming Medical and Pharmaceutical Education in the Republic of Tajikistan". Based on the taken measures, the number of doctors is growing. Every year many people graduate from institutions of higher and secondary professional education in the field of medicine. The State Medical University of Tajikistan named after Abu Ali ibn Sino is one of the most prestigious institutions of higher professional education in the Republic of Tajikistan and plays an important role in training highly qualified specialists in the field of health care and improving public health. Another issue in the field of health care, the products of which can represent Tajik medicine in the world, is the development of scientific research and medical research, because science is an integral part of the activities of any medical institution, and only through real science we can develop the field of health care and social protection.

During the independence years, the country has completely newly formed the system of social protection of the population, which is now in the stage of development, and the authorized bodies of the sphere need to pay attention to the issue of training of personnel for the spheres of social protection of the population, including social insurance, labor and social services. Paying special attention, as constant care for orphans and disabled, homeless and poor families and other vulnerable segments of the population is considered the most important direction of social policy of Tajikistan.

In the legislative system of the country, in particular, the legislation on health care regulates the tasks and professional missions of medical workers. The oath of a doctor of the Republic of Tajikistan is taken by persons who have graduated from educational institutions of higher professional medical education of the country and received a diploma of a doctor. It follows from the content of the oath of a doctor of the Republic of Tajikistan that a doctor must be a worthy successor of the great scientist and physician Avicenna, give all his knowledge and strength to the protection and improvement of human health, prevention and treatment of diseases, always be ready to help people in need of treatment, treat the sick with care and concern, constantly improve his medical knowledge, in all his activities act in accordance with the requirements of universal morality and always keep in mind the supreme duty of the heirs of Sinai. Therefore, physicians are required to be courteous, loyal to their profession, nation and state in the fulfillment of their professional mission.

Don't forget! Responsibility for non-compliance with the requirements of the Health Code of the Republic of Tajikistan is provided in accordance with the current legislation.

The State and the Government of the Republic of Tajikistan, in order to develop comprehensively the health care system and social protection of the country's population by encouraging and promoting healthy lifestyles, ensuring the health of the population, improving human longevity, reducing morbidity, disability, maternal and child mortality, and preventing various infectious diseases, is constantly taking measures to improve the quality of medical and sanitary care and to monitor the safety of medicines and training highly. All these conditions and opportunities created in the health care and social protection system are evidence of the clear realization of State guarantees of citizens' rights to health care. The health of the members of society is necessary for every state, because the stability of society is the health of citizens, and the development of any state and nation cannot be imagined without the health of society. Therefore, it is necessary for authorized institutions and every doctor to faithfully serve the country and the people, to develop the sphere of health care and social protection of the population, to protect the health of the citizens of the country.
