THE CONSTITUTION OF TAJIKISTAN - A GUIDE FOR YOUTH IN PROTECTION OF NATIONAL VALUES AND STATE INDEPENDENCE IN THE CONTEXT OF GLOBALIZATION

Today is a great holiday for the Tajik people, as they celebrate their two biggest historical holidays, the anniversary of the Constitution of the Republic of Tajikistan and the fateful XVI Session of the Supreme Council of the Republic of Tajikistan as holidays of founder of real independence, celebrations of the recognition of the oldest nation of Central Asia-Tajiks on the world stage as a sovereign state, a celebration of the restoration of historical justice in the destiny of our ancient nation. 

Human civilization is a testament to the tragedy that befell the Tajik people over the past 2,000 years. But the proud Tajik nation was not crushed by the sword of Alexander the Great, by the whip of Ibn Qutayba, by the assassination of Genghis Khan, or by the skulls of Timur Lang because of the will of independence, statehood and the eternal cultural mission of our broken ancestors. The names of Sheraku Spitamen, Devashtich, Muqanna, Sumbodi Mugh, Temurmalik and Mahmud Torobi have not yet been erased from the memory of the Tajik people. In the stability of cultural independence and the spring of the nation's life, its other great sons as A. Rudaki, A. Ferdowsi, Ibn Sino, A. Beruni, N. Khusrav, К. Khujandi, Narshakhi and Daqiqi made a valuable contribution.

Back in the 1990s, the good news of Tajikistan's independence was not heard, and with the efforts of the enemies of the nation, local chairs, ignorant mullahs, and selfish foreign circles, taking advantage of the incompetence of the political leaders of that time, Tajikistan plunged into a terrible whirlwind of war. In such difficult circumstances, the historic XVI session of the Supreme Council of the Republic of Tajikistan was held in the ancient city of Khujand, which laid a solid foundation for ending the civil war and restoring the country's ruined economy. 

On November 6, 1994, a new Constitution of the Republic of Tajikistan was adopted by referendum. For the first time, the Constitution states that Tajikistan is a sovereign, democratic, law-based, secular and unitary state, and the people are the expression of sovereignty and the only source of state power. A few years later, there was a need to change the structure of the legislature, and again, with the will of the people, for the first time in the recent history of our country, a new professional parliament consisting of two chambers was established. 

The Constitution of the Republic of Tajikistan, as a certificate of the nation, also provides free living conditions for the country's youth, and it is in each chapter and article that information is provided on the decent life of the people. The youth of the country should work with gratitude for independence and national unity, under the existing laws of the country, which are enshrined in this guide to the free and democratic life of our people. Today in the modern world, as a result of continuous wars and clashes of civilizations, the rights of the majority of citizens have been violated and all their state structures have been paralyzed. 

Back in the early years of independence and in the aftermath of political conflicts, the head of state addressed the country's youth, saying, “It is fortunate that you young people have come here with the hope of a better future after the hardships of life. My purpose in speaking here is to warn you young people of the mistakes of the past, that you must learn a lesson, be united in the further process of history, and strive for unity. Because in the future, it is among you that young people will grow up to be political leaders, leaders of parties and movements, ministries and agencies. ”
