TERRORISM - A THREAT TO NATIONAL SECURITY

Terrorism can also be called a threat to national security. Creating a state of security for the interests chosen as the object of terrorism reduces the risk of its occurrence. Thus, the fight against terrorism may also involve risk. In the case of terrorism, the risk is associated with the state of uncertainty and errors in the process of organizing security. Therefore, states have implemented various projects to create model laws in the direction of combating terrorism.

Among them, the Republic of Tajikistan has adopted such important documents on the basis of the Constitution of the Republic of Tajikistan as the National Strategy of the Republic of Tajikistan on Countering Extremism and Terrorism for 2016-2020 (Decree of the President of the Republic of Tajikistan of 12 November 2016), the National Concept on Combating the Legalization (Formalization) of Proceeds of Crime, the Financing of Terrorism and the Financing of the Proliferation of Weapons of Mass Destruction for 2018-2025 (Decree of the President of the Republic of Tajikistan of 5 March 2018), the Law of the Republic of Tajikistan "On Combating Terrorism" of 16 November 1999, the Law of the Republic of Tajikistan "On Combating Extremism" of 8 December 2003, the Law of the Republic of Tajikistan "On Combating the Legalization (Formalization) of Proceeds of Crime, the Financing of Terrorism and the Financing of the Proliferation of Weapons of Mass Destruction dated 12 March, 2011. Along with these normative legal acts, in the direction of countering terrorism and extremism, the Constitutional Law of the Republic of Tajikistan "On emergency situations" dated November 3, 1995 № 94, the relevant norms of the Criminal Code of the Republic of Tajikistan dated May 21, 1998 № 574, the Law of the Republic of Tajikistan "On National Security Bodies of the Republic of Tajikistan" № 362 dated March 20, 2008, the Law of the Republic of Tajikistan "On security” № 721 dated June 28, 2011, Law of the Republic of Tajikistan № 939 of March 19, 2013 "On Weapons", decrees of the President of the Republic of Tajikistan and relevant decisions of the Government of the Republic of Tajikistan play an important role.

In order to prevent politicization of Islam and abuse of religious beliefs of the population, the government by a special decision banned the activities of religious parties and movements of religious nature in the political system of the country. In this regard, the Leader of the nation, President of the Republic of Tajikistan His excellency Emomali Rahmon noted that "we condemn all attempts to politicize the religion of Islam and fight religious superstition and fanaticism. Because superstition is the way to progress, and we have seen the consequences of this dangerous process on the example of some countries in the region. Moreover, superstition is ignorance, and ignorance based on illiteracy is the cause of all misfortunes".
